TERMS OF REFERENCE

 Position: Community Mobilizer

Location: Basilan, BARRM Region

Type: Full-time

Reports to: Program Manager/Project Officer

Duration: 30 Months

PROJECT OVERVIEW

KCCDMFI is implementing a 30- month project entitled “Agri-fishery Enterprise through women and youth economic empowerment, inclusive business, and climate resilience (WEE-SAFE)” a Bangsamoro Agri-Enterprise Programme (BAEP) funded by the European Commission.

Overall objectives of the project is to provide opportunities for marginalized women, youth, and indigenous people in the Agri-fisheries sector in BARMM island provinces (Basilan, Sulu and Tawi-Tawi or BASULTA) are transformed through inclusive value chains and business models that drive peace, women’s economic empowerment and climate resilience.

JOB SUMMARY:

The Community Mobilizer is in charge of the community related field activities, follows up of the work plan designed by the project manager. Performs any other task as assigned by the line supervisor.

ROLES and RESPONSIBILITIES:

Community mobilisation

  • Over time, forming strong relationship with their designated target communities.
  • Initiate the strengthening of community associations/cooperative, community groups to undertake their own development initiatives with special emphasis on women, youth, and IPs.
  • Organizes the community related activities areas covered by the project.
  • Participate to the selection process of beneficiaries according to the defined criteria.
  • Proposing creative and innovative ideas on the conduct of community related activities.
  • Responsible for collecting and compiling daily monitoring reports of community related activities, including implementing systems to collect field-level information.
  • Participate and coordinate to the line supervisor regarding beneficiary selection according to the criteria defined.
  • Monitor the implementation of planned activities and community level engagements.
  • Leads/Facilitates meeting in the field.
  • Mobilize and facilitate active participation of the local partners including the beneficiaries and their communities to participate in planning, monitoring and implementation and evaluation of the development of the project.
  • Collects success stories, lessons learned, best practices and impacts of the project.

Representation

  • Represent KCCDMFI during Barangay/Municipal meetings related to the projects.
  • Working with other INGO/NGOs partners, local authorities and other actors affected by the project. 

 Reporting

  • The community mobilizer is responsible for weekly reporting team’s achievements within KCCDMFI to the project manager.

 Organization and planning

  • Plan and facilitate communication and event pertaining to field and other relevant activities arise during project implementation.

Communication and Coordination

  • Sharing information both to and from among the team.
  • Participate regular team briefing to share information to the field team coming from the target communities and the project.
  • Excellent communication skills – both written and interpersonal will be essential, as most of the work will be done through a process of consultation at all levels.
  • Speak and understand local dialects (Yakan/Samal, Tausug, Chavacano, Bisaya) is an edge.

QUALIFICATIONS:

Education and Relevant Experiences:

  • Bachelor’s Degree in Community Development, Social Work, Agriculture/Fishery or related discipline.
  • At least two (2) years in the field of community mobilization and community-based local development projects. Worked experience in I/NGO is an advantage.
  • Preferably a resident of Basilan Province and familiar with the local rural setting in the BARMM region.

Knowledge, Competencies, and skills

  • Works collaboratively with colleagues to achieve organizational goals
  • Ability to conduct data collection using various methods.
  • Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work
  • Peace and Development advocate – must be knowledgeable on the peace and development culture.
  • Proficiency in Microsoft Office Applications (Word, Excel, Power Point).
