PROJECT OVERVIEW

KCCDMFI is implementing a 30- month project entitled “Agri-fishery Enterprise through women and youth economic empowerment, inclusive business, and climate resilience (WEE-SAFE)” a Bangsamoro Agri-Enterprise Programme (BAEP) funded by the European Commission.

Overall objectives of the project is to provide opportunities for marginalized women, youth, and indigenous people in the Agri-fisheries sector in BARMM island provinces (Basilan, Sulu and Tawi-Tawi or BASULTA) are transformed through inclusive value chains and business models that drive peace, women’s economic empowerment and climate resilience.

JOB SUMMARY:

The Community Mobilizer is in charge of the community related field activities, follows up of the work plan designed by the project manager. Performs any other task as assigned by the line supervisor.

ROLES and RESPONSIBILITIES:

Community mobilisation

  • Over time, forming strong relationship with their designated target communities.
  • Initiate the strengthening of community associations/cooperative, community groups to undertake their own development initiatives with special emphasis on women, youth, and IPs.
  • Organizes the community related activities areas covered by the project.
  • Participate to the selection process of beneficiaries according to the defined criteria.
  • Proposing creative and innovative ideas on the conduct of community related activities.
  • Responsible for collecting and compiling daily monitoring reports of community related activities, including implementing systems to collect field-level information.
  • Participate and coordinate to the line supervisor regarding beneficiary selection according to the criteria defined.
  • Monitor the implementation of planned activities and community level engagements.
  • Leads/Facilitates meeting in the field.
  • Mobilize and facilitate active participation of the local partners including the beneficiaries and their communities to participate in planning, monitoring and implementation and evaluation of the development of the project.
  • Collects success stories, lessons learned, best practices and impacts of the project.

Representation

  • Represent KCCDMFI during Barangay/Municipal meetings related to the projects.
  • Working with other INGO/NGOs partners, local authorities and other actors affected by the project. 

 Reporting

  • The community mobilizer is responsible for weekly reporting team’s achievements within KCCDMFI to the project manager.

 Organization and planning

  • Plan and facilitate communication and event pertaining to field and other relevant activities arise during project implementation.

Communication and Coordination

  • Sharing information both to and from among the team.
  • Participate regular team briefing to share information to the field team coming from the target communities and the project.
  • Excellent communication skills – both written and interpersonal will be essential, as most of the work will be done through a process of consultation at all levels.
  • Speak and understand local dialects (Yakan/Samal, Tausug, Chavacano, Bisaya) is an edge.

QUALIFICATIONS:

Education and Relevant Experiences:

  • Bachelor’s Degree in Community Development, Social Work, Agriculture/Fishery or related discipline.
  • At least two (2) years in the field of community mobilization and community-based local development projects. Worked experience in I/NGO is an advantage.
  • Preferably a resident of Basilan Province and familiar with the local rural setting in the BARMM region.

Knowledge, Competencies, and skills

  • Works collaboratively with colleagues to achieve organizational goals
  • Ability to conduct data collection using various methods.
  • Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work
  • Peace and Development advocate – must be knowledgeable on the peace and development culture.
  • Proficiency in Microsoft Office Applications (Word, Excel, Power Point).

ABOUT KCCDMFI:

Kasanyangan Center for Community Development and Microfinance Foundation Inc. (KCCDMFI) was a spin-off from the microfinance program started under the auspices of Kasanyangan Foundation, Inc. (KFI). It was in 2004 that KFI Board decided to spin-off its microfinance program to create a separate entity, which paved the way for the creation of the Kasanyangan Center for Community Development Foundation Inc. (KCCDMFI).

Kasanyangan Microfinance Center for Community Development and Microfinance Foundation Inc. (KCCDMFI) has extensive work on support services to agrarian reform beneficiaries in former corporate lands and social forestry in logged over forestal lands in Basilan and Zamboanga Peninsula from 1990 to 2010. Support includes assistance in acquiring tenure on forest lands and in corporate lands and building capacities to manage large corporate lands awarded to the beneficiaries in partnership with concerned partnering with government agencies.

KCCDMFI mission, is to continuously provide responsive and competitive microfinance products and services for the empowerment of its partner-organized communities in Western Mindanao. KCCDMFI is committed to reaching out to low-income households, especially women and marginalized sectors. KCCDMFI serve the predominantly women headed households, low levels of formal education and burdened with care for their family.

JOB SUMMARY:

 

The Monitoring and Evaluation Officer, is responsible for observing and ensuring high quality and timely inputs, and for ensuring that a project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. Facilitates knowledge management and cross-learning internally and externally. The M&E Officer will work closely with project officer, provincial coordinator, and the M&E Consultant in developing and implementing a monitoring & evaluation (M&E) tool and plan to track and assess the effectiveness of the program.

ROLES and RESPONSIBILITIES:

  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ program results at different levels (outputs, outcomes and impact).
  • Develop indicators and a monitoring strategy for the project and recommend further improvement of the logical framework. Measurable Outputs and Performance Indicators.
  • Work with provincial coordinator/project officer to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
  • Develop M&E plans for all projects and proposals and ensure the same is followed up during implementation.
  • Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in project delivery.
  • Build capacities of partner beneficiaries, government agencies and LGUs in ensuring data integrity from collection to processing, analysis and utilization of data for accountability and program quality.
  • Monitor all project activities, expenditures and progress towards achieving the project output.
  • Present report updates on the project status of implementation every first week of the month.
  • Monitor and evaluate overall progress on achievement of results.
  • Monitor the sustainability of the project’s results.
  • Conduct capacity assessment on existing monitoring and evaluation system.
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team.
  • Collate/ prepare regional reports related to internal reporting such as the monthly, quarterly and annual progress reports on all project activities. Assist in the writing of an M&E assessment report, including gaps, recommendations, and best practices.
  • Participate in annual project reviews and planning workshops and assist the Project Officer in preparing relevant reports.
  • Support monitoring and evaluation of the effects and impact of the project.
  • Provide feedback to the Project Officer on project strategies and activities.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Coordinate the review all survey reports prepared to ensure quality and accurate reporting.
  • Assist in the analysis of findings and insights from monitoring and evaluation activities
  • Assist in the development of TOR for consultancy such as for external surveys and consultant recruitment/ selection.
  • Perform other duties as required.

QUALIFICATIONS:

Education and Relevant Experiences:

  • Bachelor’s Degree in Business Administration, Economics, IT/Computer Engineering or related field.
  • At least three (3) years in monitoring and evaluation. Worked experience in I/NGO is an advantage.
  • Experience in designing tools and strategies for data collection, analysis and production of report.
  • Preferably a resident of Basilan Province and familiar with the local rural setting in the BARMM region.

Knowledge, Competencies, and skills

  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.
  • Ability to multitask.
  • In-depth knowledge on MIS, M&E and development issues.
  • Excellent written and oral communication skills.
  • Demonstrated the ability to think critically and solve problems.
  • Ability to respond positively to critical feedback and different points of view.

The Monitoring and Evaluation (M&E) Officer will ensure that the Outcomes Management System is effectively monitored and evaluated to maximize impact. This position involves developing M&E strategies, conducting assessments, and providing insights that drive program improvement. The M&E Officer will collaborate with the Business Development Unit to ensure program effectiveness.

Key Responsibilities:

  • Develop comprehensive M&E strategies aligned with project objectives
  • Design and implement data collection methodologies
  • Conduct regular field visits to monitor program implementation and gather qualitative insights
  • Analyze data and prepare detailed reports that highlight findings, lessons learned, and recommendations

Basic Qualifications:

  • Bachelor’s degree in a relevant field
  • At least 1 year of experience in monitoring and evaluation, preferably in the non-profit sector.
  • Proficiency in statistical software and data visualization tools (e.g., Excel, PowerPoint).
  • Strong report writing and presentation skills.
  • Excellent interpersonal skills and the ability to work in a multicultural environment.
  • Experience in using digital tools for data collection and management (e.g., mobile data collection apps).
  • Knowledge of specific sectors relevant to the organization (e.g., gender, livelihoods, climate change).
  • Experience in participatory evaluation methods.
