Orientation on the WEE-SAFE Project and MOLE’s Programs, Services, and Registration Requirement for the Rubber Smallholder Association of Lamitan

On September 4, 2025, the WEE-SAFE Project, in partnership with the Ministry of Labor and Employment (MOLE)–Basilan Field Office and the City Agriculture Office of Lamitan City, conducted an orientation on MOLE programs, services, and registration requirements for the Rubber Smallholder Association of Lamitan at the Lamitan Plaza Kitchenette. The session introduced the WEE-SAFE Project—funded by the European Union through BAEP and implemented by Oxfam Pilipinas, Oxfam Belgique, SIM-CARRD Inc., and Kasangayan-Mindanao Foundation Inc.—highlighting its goal of empowering women, youth, and Indigenous Peoples in the agri-fishery sector, particularly in rubber production, through collective organization. Participants were encouraged to formalize their association to access broader government support, followed by a detailed presentation on MOLE’s mandate and the step-by-step process for Rural Workers’ Association (RWA) registration, including qualifications, documentary requirements, registration fee, and proper completion of forms and by-laws. During the open forum, clarifications were provided on membership structure, leadership roles, eligibility, and organizational autonomy, with emphasis on transparency, compliance, and sustained collaboration with agencies such as MOLE, MAFAR, and MTIT. Key takeaways included simplified requirements, lifetime validity of the Certificate of Registration, the importance of accurate documentation, and vigilance against scams. The activity concluded with messages reinforcing perseverance, accountability, and the value of registration as a foundation for long-term sustainability, strengthening participants’ understanding of MOLE programs and motivating them to pursue formal recognition and growth as an organized association.
